Update on Development/ECOSOC Reform Discussions

New York, 13 December 2005 -- The fourth round of discussions on development/ECOSOC reform will be held this morning at 10am.

At the last set of consultations, member states discussed the Issues Paper on ECOSOC reform provided by the co-chairs, Ambassador Johan C. Verbeke of Belgium and Ambassador Cheik Sidi Diarra of Mali. This paper presented a number of key questions to address on five different issues: the Global Policy Dialogue, the Biennial Development Cooperation Forum, the Annual Ministerial-Level Substantive Reviews, humanitarian emergencies, and overall coordination. The meeting served as first step in discussing concrete areas in which to enhance ECOSOC's role in promoting international economic cooperation.

Prior to this meeting on December 1st the co-chairs invited representatives from UN-DESA, UNDP, World Bank, IMF, UNCTAD, and OECD, to come speak to member states about their organizations' activities regarding follow-up to major conferences and summits and to provide recommendations on where ECOSOC could play an instrumental role in addressing gaps in international economic governance. Among the issues discussed were the need to:

  • Rethink and strengthen the Council's coordinating function and reform its working methods

  • Develop new mechanisms to shape the development agenda

  • Promote greater coherence and coordination in development cooperation

  • Respond more rapidly to humanitarian emergencies and play a role in post-conflict recovery and development

  • Avoid duplication by drawing upon and extracting from the existing body of work

  • Increase dialogue and translate outcomes of annual policy dialogues into practical results
