New Resolution Would Move System-wide Coherence Forward

New York, 12 September 2008 – The co-Chairs for System-wide Coherence consultations have circulated a draft Resolution to Member States. It is expected to be presented for adoption in the General Assembly’s plenary meeting on Monday, 15 September.

In the draft Resolution, the Assembly:

  • Welcomes the 21 July report of the co-Chairs and the 23 July Options Paper on gender equality provided by the Deputy Secretary-General, both of which were discussed in consultations on Monday, 8 September.
  • Decides that its continuing work on System-wide Coherence (SWC) will “focus exclusively and in an integrated manner” on five issues – Delivering as One, Harmonisation of Business Practices, Funding, Governance, and Gender Equality and the Empowerment of Women. The Assembly thereby excludes Environment, Human Rights, and Humanitarian Assistance from its ongoing consideration of SWC. The latter three themes were recommended areas of action in the 2006 report of the High-level Panel on SWC but did not meet with sufficient interest in Member States’ consultations in the 62nd Session.
  • Requests the Secretary-General to provide “substantive papers” on Funding and Governance, as he has done on Gender Equality. The intent is to “enlarge substantially the extent of agreement among member States on these issues.”
  • Requests the Secretary-General to provide a “further, detailed modalities paper” on the Gender Equality issue, especially on funding of a new entity and with a particular focus on the “Composite Entity” option. Many Member States had noted in consultation on Monday, 8 September that the Composite Entity seemed to respond to current needs best, yet it was a model without precedent, and amore detailed analysis would aid further consideration. The SG paper is requested “with a view to facilitating substantive action by the Assembly within the 63rd session.”

The draft Resolution will be considered under “Follow-up to the outcome of the Millennium Summit,” which is number 31 on the Plenary meeting’s list of 66 items.

The co-Chairs for the process are Ambassadors Paul Kavanagh of Ireland and Augustine Mahiga of Tanzania.
