On 15 March 2006, the UN General Assembly created the Human Rights Council (Resolution 60/251) to promote and protect all human rights, address human rights violations, and promote effective coordination and mainstreaming of human rights within the UN system. The most notable new mechanism is the Universal Periodic Review, which assesses the human rights situation in all 192 UN Member States once every four years. The Geneva-based Council, made up of 47 States, is now in its fourth year, and the implementation of its formal institution-building work has been completed. The first five years of the Council will conclude with a review in 2011, which is mandated by the founding resolution. At its 12th regular session (14 September - 2 October 2009), the Council agreed to establish an Open-ended Working Group to prepare for the five-year review. The review is expected to cover the Council’s working methods, substantive achievements and challenges, and reporting arrangements to the GA.
