At the 2005 World Summit, leaders committed themselves to strengthening the United Nations through a series of management and secretariat reforms. Member States made pledges to support increased accountability and oversight, better management performance and transparency, increased ethics, increased efficiency and enhanced organizational capacity. Based upon the Secretary-General's reports, consultations in the General Assembly recently have focused on two initiatives: reforming the structure of the Secretariat and reviewing all UN mandates older than five years. Slow progress in these two areas brought the organization to a near-crisis in June, with key donor countries threatening to block authorization of the UN budget for 2006-2007 unless reforms were achieved. Over opposition from Australia, Canada, Japan, and the U.S., the budget was authorized on 30 June. Resolution A/60/283 on “Investing in the United Nations for a stronger Organization Worldwide: a detailed report” was adopted on 7 July pushing through a first round of modest management reforms. Consultations on mandate review, a key outstanding issue in this reform area, continue with Ambassador David Cooney of Ireland as co-chair, along with a new co-chair, Ambassador Kaire Mbuende of Namibia. Mandate review discussions in 2007 began with the thematic cluster of drug control, crime prevention, and combating international terrorism, and the working group affirmed that it alone could not change the GA's mandate regime.
