The Responsibility to Protect populations from genocide, ethnic cleansing, war crimes and crimes against humanity is an international commitment by governments to prevent and react to mass atrocities, wherever they may occur. The States endorsed the RtoP norm at the 2005 World Summit. On 30 January 2009, Secretary-General Ban Ki-moon issued a report on the implementation of the Responsibility to Protect. The General Assembly held a debate on the matter from 23-28 July 2009 and unanimously adopted Resolution 63/308 on 14 September 2009.
